The VFLC was established in 2000 and received equal funding from the Victorian and Federal Government. The VFLC was linked to the Victorian Ministers for Ports and Roads and focused on providing advice on supply chain related matters affecting these portfolios.

The VFLC had two key working groups, the Freight Intermodal Efficiency Group which was later known as the Freight Efficiency Group and the Infrastructure Working Group.

The VFLC received funding from across government to undertake many supply chain related products including the hugely successful Business Activity Harmonisation Study (BAHS) which focused on port of Melbourne related supply chains and logistics.

The VFLC had an executive team and was concluded after funding was withdrawn in 2012.
